Go to your User CP and all the way at the bottom of your options on the left side of the page is an option that says "Custom Smilies".

You can take a picture, import it into something like..."Paint" on your computer. There, you can cut whatever you want out of the pic and upload it onto the site.

Don't scale the image manually. Let the site do that when you upload it. And for the fukk of it, you could erase the edges better too
