Institutionalization sets a barrier to getting away with stuff. The average Joe doesn't have the money or the clout to get away with things of this nature.

morality is important to people because most people have some form of empathy
they also want to protect themselves
someone just being able to fukk up someone elses' shyt doesn't sit right with others, nor does the possibility of their own shyt being fukked up

Some morals are universal (don't steal or kill each other) and exist in almost every culture that has ever popped up because without them organized society could not exist, thus greatly decreasing chances of survival. For this reason right and wrong "exist" and are inherent to human beings insofaras they are instinctual and necessary for group cooperation.
