The president is very rarely hanging tight with the VP like that. You gotta remember, the president is surrounded by his day ones, folks that were there when he made the decision to run, worked on his campaign and held him down. The vice president is always the late addition to the party, as the VP isn't chosen until he actually wins the nomination. And then he's gonna choose a vp based on what that vp can bring as far as electability (hate it or love it, Kamala locked up the black women's vote).
