Sure it is Kanye, sure it is. 
i can't really think of a verse that made me go "oh wow" like that verse.. and not just because of the lyricism..but because of Kanye's stature in music, and how he went all out with that song, and gave ZERO fukks...he didn't hold back one bit. Who else in hip hop, with his much mainstream success would dare to spit something like that? No one.
