Graduation isn't that strong of an album, it just has high highs.
Kanye can't have fallen off when his next album was genre shifting and the one after is the most critically and fan acclaimed album of the decade.

On the low Graduation is the weakest Kanye album. It's just the easiest to digest. Short run time. Short songs. Lots of happy ass synths. Semi progressive samples. Great drums.
