MS picks up third party exclusives but don't have the pull this gen to get another Gears

they start with an idea for a game, and then apply it to an existing franchise, or in some cases make a new IP
Sony take risks making new IPs, but they fail more often than they succeed. Horizon is the only game a Sony dev made this gen that is going to be a major franchise, nobody cares about Tearaway or The Tomorrow Children.
