Very common, just about every dictator lets thier kid go live overseas for some time. Lots of kids of the rich/famous/powerful are educated in the West. This is what I was talking about in that college thread. If every rich person in the world wants to send their kid to a wealthy Western country that means inflated college rates and less room for children of citizens.
