He's already in a feud for the IC Title.He's not going back to NXT.
Yeah I'm sure being in a fued for that "prestigious" prop is keeping him from being sent back to the minors, especially when the fued is about to end at the rumble.

He just said in the promo that he was handpicked by Vince McMahon (kayfabe wise) to face Reigns on Raw. There's no chance of him going back.
It was a one time appearance at an NXT event and great heel work from Owens to possibly tease a continuation of the feud on the main roster.

Yeah because after reigns squashes him, vince is gonna bring the little skinny guy up just to fued with a guy with no momentum or title, never mind the fact that this promo was at a house show and obviously for the nxt crowd to see only.
But yeah, theyre gonna be fueding on raw building off a promo at an nxt house show.
This is just to ignite the match for when they do it on the big stage of Raw and the WWE PPV's. When they finally pair them up in the big leagues they will make magic like they always do and both will come out as bigger stars I believe.
