Gun laws in Cali are tight. You get caught with a gun on top of gang charges, yo ass going away for a minute.
It's also a very vain place. It's sunny and 70 degrees year round. Ain't no excuse for you to not be in shape. What better way to test how in shape you are than a squabble.

Probably because LA Gangs are all about testing your heart. Even if you cant fight, but you got heart to squabble someone who will clearly beat your ass, you will get respect.
