In homeless shelters, how do rooms/units get assigned? And do they have a house cleaning service to make things sanitary? And if a homeless person leaves and comes back, do they get the same unit?

Seriously, some people simply need a chance. Many homelss people are more than capable but life dogpiled on them.
If anything once they get back on their feet they can do it like how some job programs do: when they get a job they can take a reasonable portion of their paycheck for the year. Then when they're fully ready to make a move, they can take in a new person.
