What the hell? How is this the drivers fault? How would he have known somebody, who probably had no right to be under there, was climbing out.

That's scary that you can be arrested and probably charged with manslaughter over something like this.

Dude could've been driving, sightseeing or looking for a particular address. Not his fault somebody who wasn't a city worker was climbing from a hole
