Yep, the simple solution is the solution society wants to avoid because of what it would expose and the money that could be lost. So I doubt DNA tests at birth will ever be something done nationwide, because I am pretty sure the nation does not want the problem to be exposed. I will state though that out of the men who take their "alleged children" to be tested on their own:
