This post is inspired by the thread about "What is the most overrated diss track in hip hop?"
After "Classic," I think "overrated" is one the most used words on these hip hop forums, and I get the sense that the fans don't really know what they are saying when they use the word...
Basically, fans are using the word "overrated" to describe anything popular thing in hip hop that they don't like...There is little to no objectivity in their use of the word...
For example, a Jay-Z idolater will make a thread saying that "Illmatic" is overrated, without even considering the fact that, the way Nas flowed on "Illmatic" had a huge direct or indierect impact on almost every New York rapper that can afterwards...
To make this post as short as possible I state this, as fans, we can't be saying something is overrated if it has had a significant impact on the game...
Basically, anything that has impacted the game cannot be called overrated, just because we feel a particular way about it...
For example, I am not a fan of Lil Wayne, the only Lil Wayne songs I like are "Sky's the limit" and "Nympho Remix (because Pac is in it)," but it would be illogical for me to say that Lil Wayne is overrated, when I know damn well Lil Wayne's flow has been one of the most bitten in the past 7 or so years...Dude has had a significant impact on the game...In fact, he deserves "GOAT" status arguments...
However, I think I can argue a song like "Country Grammar" (even though I like it) is overrated, because I don't see how that song really impacted the game after it was released...Yes, it was very popular and made Nelly a multi-millionaire, but other rappers did not exactly change their games to be more like Nelly, for example, using his flows, image, and sound...So, if somebody said "Country Grammar" was overrated, I wouldn't be too mad...
To conclude, hip hop songs, lyrics and etc should not be considered overrated if they had an impact (negative or positive) on the game...The word overrated is more suited for popular songs and rappers who made hits that didn't really change the direction of the game in any significant way...

that might be an extreme example. He just means "overrated" is thrown around too much.
