This is like the second or third PS Studios game getting a PC release the same time as console.

At this point only single-player PS Studio games are launching on console first.

Any game that Sony releases going forward that’s online and has a multiplayer component to it will be launching on PC. Like you said single player exclusives will launch first on Sony consoles but the launch window between Consoles and PC seems to be getting shorter especially with the Spider man 2 release.

Exactly, that launch window is getting smaller and smaller for new releases. And they already made exceptions for MP games.

I think the only way that happens is if Sony has a launcher on PC. I think the launch windows will get smaller but they not doing day and date without a launcher and if they do it will be for a game that will drive people on pc to download it.

They're definitely working on one. Especially with all the regulatory controversy around monopolies with digital storefronts.

The PSN PC overlay is just the first step towards that. Same with their initiative to force adoption of PSN for PC players in the last year (which they've slowed down on due to backlash).
