It was before that. They were writing stories during his last healthy year in San Antonio about how the team was better defensively when Kawhi wasn't on the court.

He still has incredible defensive skills and can lock down but he hasn't really been an impact defender on a regular basis after 2016.

No they weren't they all played great defense in spurts during the course of their careers just like Kawhi did. Kawhi had some great key defensive possessions during the Raptors 2019 run. I think at this point Kawhis struggling defense is a combination of his degenerative injury, laid back attitude from having nothing to prove, and having to be the main offensive option for the Clippers. It's as simple as that.
