Yeah I've heard that peremiter defenders that get a lot of steals usually aren't good on ball defenders unless they are ripping their man.

It actually means they are taking chances or not guarding anyone of substance/roaming.

You ever heard good defenders play ball w/ their feet not their hands. Some of the same can be said for players who chase blocks. Sometimes they are out of position cause the block means more to them then their actual proper defensive position.
