For my mom and I. Not looking for advice on the "best" ones, but purchasing one for low price.

Usually I'd go to my provider's store and buy. But this time around I'm looking around.

Do cells usually go on sale at retail stores?

Is right now the best time to get a sale? Or after Christmas would be better?

Should I just buy from the provider store?

If my provider is in the retail store, will they handle the phone number transfer?
