This almost happened to me in the 80's. When the suspect suddenly tailgated me for the second time, before I had time to get out my car, I knew something was up, but I wasn't sure what it was. So I didn't get out the car. I just know I was pissed, and I wanted to strike back. I don't remember if I changed lanes or what, I just remember he passed me. I tried to catch up to him, and at least get his tag number. I really wanted to ram him back. Anyway, he was long gone. So I found the next phone booth (we didn't have cell phones), and called the cops. They never did try and find out where I was calling from to take a report. I just remember hearing a bunch of police sirens not far from where I was calling. Cops never were willing to do too much for you personally when you call them for emergencies, especially if the suspect is gone...and they're nowhere to be found in most cases. I'm not saying this is always the case, but you'd be surprised at how cops try to back out of doing anything, when you think you need them the most. But they don't have trouble finding a reason to arrest you once they do show up.
