Because Phil is nothing but a mouthpiece for big M. He has no real say in anything now. After they bought Activision phil became even more of a glorified mascot. His only role is to come out and give interviews to damage control for how Microsoft is running the gaming division now.

pretty sure they are just going to replace him with AI and no one will ever know the diffference.

Because they adopted a development strategy that relied on being thrifty, their own money-printing franchises languished and MS sullied the names. Instead of reinvestment in development (ex. Halo MCC), they shortcut and bought already good and established franchises to make themselves look better.
