I agree with sentiments that Margot Robbie acting as producer purposefully dressed this movie down to keep the spotlight entirely on Harley Quinn

Hence why no character besides her looks anything like their comic counterpart

Harley doesn't look like her comic book counterpart either. They all look like that because it's a spin-off from Suicide Squad aka a movie where comic characters don't wear their comic accurate costumes as well outside of Deadshot. Why would a producer make everyone look bad on purpose when you're the one putting money into the film and helping putting it together according to the writer, Margot was working on this film before SS was even out.
