They could’ve did something like Black Panther with Isaiah Bradley getting revenge on the government for what they did to him and his fellow recruits and Sam has to stop him but being conflicted. Maybe Bradley wins in the end and we get a similar fallout like civil war

Sam Wilson and Steve Rodgers are both Captain America in the comics right now, it'll probably work the same way in the movies. you'll just have two Captain Americas
