This is an entertainment kids show first and a business model that utilises pantomime in a wrestling aesthetic. This is not a real sport so just because you like someone doesn't mean they are necessarily marketable to the masses. Vince is in the business of making money and growing his business.
All of these people you listed have poor mic skills or look unmarketable or both.
Until they find a straight male or female that exhibits the qualities that made The Rock and Stone Cold famous then he's gonna keep churning them out.
As much as I like Rusev he has never stolen the show which means he doesn't have the X-factor.
Stone Cold returned for 10 minutes 2 weeks ago and was the highlight of the few years since his last return.
If you can't get more heat than a 50 year old that retired over 15 years ago then that proves Vince's point.

Y'all dudes complaining he's some developmental jabroni need to recognize. He's a guy who's in NXT because they need him to be in NXT, just like how Balor/Joe/Nakamura needed to be in NXT even though they had no business being there. He could easily be a star on the main roster right now.
