You can catch those in abundance up in northern Minnesota and the Great Lakes region. I'm not sure of the scientific name, but the common name of that species is Pension Funded White Bellied Cöcksucker.
Very easy to catch. Don't need anything complicated, just a simple rig consisting of bait on a hook. Bait can be live or artificial, they don't discriminate much when they're hungry. Taste depends on age and time of year that you catch it.
I believe the species was introduced to America via Finland or Hungary.
