I'm a little confused about the media section of the coli, so forgive me if this is ignorant...
But are we able to customize our smilies collection?

There are hundreds of them on the media tab.
Why couldn't I, like, download them and have them show up with the other standard smilies?

Or if this is already possible, can someone explain how?

download the smileys you want from the media section, upload them to a place like imgur.com and then add them to your "My Smilies"

for some reason you cant use them directly from the media section. the url structure is different and probably incompatible
