Does Michael Steele know about the "per capita" statistic...
If you have 100 Green people and 50 of them are poor, that is 50% of the population...In comparison, if you have 1000 Orange people and 100 are poor, that is only 10%...

Even though there are more poor Orange people, overall, they are still doing better then the Green people by LARGE margin to...Also, you are more likely to see a poor Green person than a poor Orange person...
