This is the fukking problem right here. A subjective opinion trying to pass something off as objective fact. Wtf does this even mean?
Chill breh, I have my subjective favorites, and then I have candidates whom I'd say are the best objectively. Even that is a subjective opinion, but there are different criteria for each category.
My favorite rapper right now is Vince Staples, but I'd never call him the GOAT where his career stands right now because it's too early, and he still needs to pass the test of time.
Whereas, if you want to measure rappers in terms of technical skill (which CAN be objectively measured), substance, long term success, and influence on the genre, then the clear candidates are dudes like Nas, Pac, Rakim. Jay would be in the discussion if he didn't sell out.
So you have your favorites, then you have people that you'd say are the best in terms of pure skill and influence. Sometimes they overlap, sometimes they don't.
You expressed yourself in a very confusing manner. I understand what you're trying to say, but there's no such thing as objective GOAT.

Also leaving Jay out of the convo is flat out ridiculous, which proves you're in no position to be declaring objective GOATs.

And Jay is still one of my favorites, but if you look at track record he's hit and miss. One of my other issues with him is that he has a very high net worth for a musician (let's be real, most rappers don't make as much as they say they do, even though some deserve it), talks about politics a lot, but doesn't give to charity.
I just think that if you make it out of the hood and make 500 mil, but don't give anything back to the people you claim to support and rely on for credibility, then that disqualifies you as a hypocrite. He's a genius musically, but you listen to songs like D'evils and you see where he's at today, and I can't get down with that.
All those external aspects outside music I really couldn't care for. I don't care who's being real, who's doing this or that etc. Jay makes dope music, that's what stands out to me first and foremost.
Your objective GOAT, Nas, is just as hit and miss if not more so if you look at the discography. Objectivity is really hard to measure when rating rappers. You can't really judge who has the best flow (subjective), delivery or voice (subjective) and even lyricism (different styles of lyricism evoke different emotions out of different listeners).
So what you're left with is technical rapping, which I don't think is super important. I'm more impressed by the raw and heartfelt lyricism of Pac than I am the technical dexterity of Tech N9ne.
Then you have body of work, and to an extent, the ratings of albums is fairly subjective, but the greater the critical acclaim of course, the more you are along the lines of objectivity. Jay has 3 classics. RD, TBP and TBA have vast critical and fan acclaim and that cannot be ignored. That's what puts him in the GOAT convo. Hell I think Nas is obviously in that conversation as well.
Then it all comes down to preferences. Whatever you value most is how you judge your GOATs. For me, discography is the key thing, and that's why Ghostface is my GOAT, personally.
And yes, Summertime '06 is album of the year.
