Last i check, no. Bissau has refused any foreign "Aid". They literally have no embassy anywhere besides Portugal. But over the past 10 years basically become stop over haven for South American and Nigerian drug syndicates.

Bissau literally shouldn't even be a damn country. Its literally a little piece off "French Guinea" that Portugal carved out.
