MN had a surplus under the previous Republican Governor while Wi had a massive deficit under their Democrat governor at the time...where is that meme???

Jim Doyle (the Democratic governor you're referring to) was far from perfect, but he inherited that deficit. Republicans controlled the state legislature and did nothing at the time but pass wedge issue bills.
