Gov. Eric Greitens of Missouri announced on Tuesday that he will resign, bowing to months of pressure as he faced a felony charge, a scandal tied to an extramarital relationship and the threat of impeachment.
Mr. Greitens, a newcomer to politics and former member of the Navy SEALs whose political fortunes rose and fell with remarkable speed, remains under indictment in St. Louis on a charge of tampering with computer data. Prosecutors contend that Mr. Greitens, a Republican, illegally obtained a donor list from a veterans’ charity he founded and used it for his 2016 campaign.
A separate felony invasion-of-privacy charge against Mr. Greitens was dropped just before trial in May. In that case, a woman who had several sexual encounters with Mr. Greitens said he took a nude photo of her without her permission, then threatened to blackmail her with it. Mr. Greitens admitted an extramarital affair with the woman but denied blackmailing her, and accused the Democratic prosecutor in St. Louis of pursuing the case for political reasons.
Mr. Greitens, who could face up to four years in prison if convicted of the computer tampering charge, resisted resigning after his indictment, even as some lawmakers discussed the possibility of impeachment.
Lt. Gov. Michael L. Parson, a Republican from rural southwestern Missouri who previously served as a sheriff and state senator, is next in line for the governorship.
After the affair became public, Mr. Greitens, a married father of two who portrayed himself as a family man during his 2016 campaign, asked Missourians for forgiveness and said he had worked through the issue with his wife. But he has insisted that he committed no crime.
“This was a deeply personal mistake,” Mr. Greitens and his wife, Sheena, said in a joint statement. “Eric took responsibility, and we dealt with this together honestly and privately.”
An explosive report from the House legislative committee, released in April, told a different story. According to the account the woman gave legislators, she went to Mr. Greitens’s home on his invitation one morning, where he suggested that they work out together; then he blindfolded her, taped her hands to pull-up rings and began kissing her. He then tore off her shirt, pulled down her pants and took a picture of her with his cellphone, she said. Shortly after, he coerced her into performing oral sex, she said in the report.
They had subsequent sexual encounters over a period of months in 2015, she said.
Mr. Greitens was widely believed to have aspirations for higher office, perhaps even the presidency, and had recently appeared in Iowa, Michigan and Virginia.
Back home in Missouri, Mr. Greitens, a first-time politician, had frequently clashed with legislative Republicans and members of the local press corps.
In the days after the indictment, Mr. Greitens canceled public appearances, left a leadership role with the Republican Governors Association and avoided the spotlight as some lawmakers from both parties called for his resignation.
But even out of public view, Mr. Greitens showed few signs of exiting, declaring a state of emergency during a late February flood and issuing a defiant statement on social media about his future.
“This will not for a moment deter me from doing the important work of the great people of Missouri,” Mr. Greitens wrote on Facebook on Feb. 22, shortly after he was released from jail.
