And prostitution from a western standpoint 'ends' with the money transaction. That's what inherently limits perceptions out there. People need to realize that a passport and overseas access is far more valuable to any organized crime effort than some cash.
Even in Europe, the prostitution game out there is far, far deeper than the average soldier realizes. They think they're special when they're just marks for the most part. The guys who do the best out there are the ones who understand the depth that they're allowed to enjoy as extended stay tourists.
The shyt that goes down in port visits where its easy to pay for it (Dubai, Singapore, Thailand). The Navy realized how messed up it was, and decided to have everyone do a power point on Human Trafficking. Guys with kids going raw dog catching some sort of STI, and the Command does nothing.
Had a Chief come in to sick call one time with a rash on both of his legs. Turns out he got "Hot tub Folliculitis". It's exactly as it sounds, you get it from sharing a hot tube with utter dirtbags. I would always refer them to Preventitive Medicine for an interview and any possible further action.
Nothing happened to said Chief. Alot of these dudes will outright cheat because "its another time zone"

These guys would come home from Deployment and pass whatever they had along to their wives/significant others. The Navy tries to act tough on adultery, but it is mostly the lower rank that will get busted to the full extent.
I'm sorry for the Soldier that lost her life, and the shytty Command she was in. The sad thing is, there will be a band aid fix, and ultimately amount to nothing.
