Black middle and upper class status is a wealth signifier for a powerless people seeking economic benefits without any social allegiance to each other. Individualism versus collectivism. This why black political movements fall short. Middle and upper class blacks who "run to white people" retain antebellum power dynamics. False choice, it is easier to assimilate to an established group within your own than to assimilate to another's. From that position it is easier to look down on the economically disadvantaged of the other group, problem with the whole argument is racism primarily focuses on appearance. Money is second.

Lock the city, county, state.
Get city, county, and state jobs and everything in between complementary.
Get black people into various positions where they are faces all throughout the local, state and federal representation of the state.
Get in hiring positions and get other black people in those positions.
And, and this is crucial, make sure Maryland stays majority black for the next fifty years.
"Already run," that turns into "it used to be," or, "it's no longer."
Move into Montgomery County and make it black and keep it black.
Use the black governor to make the entire state black(er).

I wouldn't vote democrat either after seeing the effects of doing so this long. It hasn't yielded any positive long-term results that have strengthened the black community to act in ways other groups do. Doesn't mean all of a sudden vote republican, but what do you do when you realize you've always been between a rock and a hard place?
