There are 10M israelis compared to 340M americans. If you adjust the population, there are 1 israeli for 34 americans so 20 for 680.

Officially 9/11 cost 3K lives so the equivalent adjusted for Israel numbers is 3000/34 so 88.

Also he's not saying they are worth that much, just driving a point by making a comparison relative to the US.
