I'm just venting like I said it sucks but I could never say no to him hes my brother i'm stuck with him

I know it's not a popular phrase to use, but you need to give him tough love.
I think that the phrase you need to say to him is, "You are a grown-a$$ man. You don't ask me for gas money. You work for it, you make gas money a priority in your personal finances, your monthly budget. You save money so you have it. You don't spend it on stupid stuff. Grow the f*** up mother f***er."
