My homeboy is 29 and cant drive

Offered him on numerous occasions to teach him how to drive but he made no attempt to come and learn.So weeks ago my other homeboy brings him to my house and when they leave he forgot his weed.Later on in the day he found a ride to get his weed back but I wasn’t home.Next day early in the morning he finds another ride to get his weed and im home so I give it to him.It made me thinkis weed more important to him than learning how to drive..he’s 29.How is that not addiction at this point?

Does he have mental issues? Like anxiety, depression? Does he have developmental issues?
I know of a slow woman in her 30s who never learned how to drive. Also know of an autistic man who never learned how to drive.
