Sounds like they really don't want you to spend that money so no one gets fired

Not a god idea. idk the rules in Canada but he could get in trouble for doing that here.

That might be ok but send the money you just got back to them. Make sure you're able to prove that you sent back the exact amount they sent you. Just in case they try to say you didn't give them all their money back.
