Oh man....I was just thinking this the other day. Maybe they have a lot invested in it, but I think they need to start from scratch. Its like they have been using the same engine since Morrowind. If you look at Fallout 3, New Vegas, Skyrim, Oblivion, and Morrowind, they all move the same. They tried to change things up a smidge with Skyrim and so they added a few improvements, most notably getting rid of the conversation vacuum that would draw you in whenever you spoke to someone. But I would love to see that talented team design an engine from the ground up. But.....I guess thats easy to say when I'm sitting on my ass and typing on a message board. Maybe its too much of an undertaking financially. And despite how popular Morrowind and Oblivion were, I feel like the Elder Scrolls really became a household name with Skyrim. As a matter of fact I would bet you that a lot of casuals think the series is called Skyrim.......kinda like casuals think the "A Song of Ice and Fire" series is called Game of Thrones. My point is, Skyrim was a homerun, so if they didn't change the engine before, I damn sure can't see them changing it now. And that makes me a little sad. But I'm still gonna cop the next ES game.

Definitely agree with Fallout/Elders Scrolls, while the games were dope, there's definitely room for improvement in terms of graphics and performance.
