This is not debatable.
The only rapper that comes close is 2pac--but there's too much subpar material by Pac for him to be #1 (and not through any fault of his--he made a ton of music that he never intended to release but the leaches who own his estate are going to squeeze every penny out of his name).
Nas has close to 20 years of good-to-great material. He created the greatest album of all-time (eat a d*ck if you disagree, that's my opinion) and possibly the greatest sophomore album of all-time (again, eat a d*ck if you disagree, that's my opinion). He's only released one weak album that was written and recorded while his mother was dying in the hospital. He released an album of "lost" material that's better than most albums.
His last album (#1 3 in his career) has received critical acclaim.
