yeah the Heat would have gotten a future star in each of the past 2 drafts if Im reading some of these suggestions correctlyIf you base it on record, every team will find a way to tank. If you give it to the best non-playoff teams, you'll see a bunch of mid-level teams suddenly forget how to play basketball at the end of the season trying to avoid an 8 seed.
The only real way to avoid tanking is to make the draft rotational regardless of record. Every team gets a #1 pick every 32 years, or maybe take decade-long swaths of team performance to decide where teams should draft (the bottom 10 teams of the past 10 years are guaranteed picks 1-10, etc).
