The only way is to give all teams who miss the playoffs the same odds at each spot. In other words a real lottery. And bar teams from selecting top 3 in consecutive years.

If you base it on record, every team will find a way to tank. If you give it to the best non-playoff teams, you'll see a bunch of mid-level teams suddenly forget how to play basketball at the end of the season trying to avoid an 8 seed.

The only real way to avoid tanking is to make the draft rotational regardless of record. Every team gets a #1 pick every 32 years, or maybe take decade-long swaths of team performance to decide where teams should draft (the bottom 10 teams of the past 10 years are guaranteed picks 1-10, etc).
yeah the Heat would have gotten a future star in each of the past 2 drafts if Im reading some of these suggestions correctly

fukk the bullshyt and the lottery just go by standings. shyt if a team tanks it all the way than so be it...If the last few years have shown us anything its that a good front office can put together good teams even with middle of the 1st level talents....And the same lottery teams end up picking in the lottery.

The bigger issue to me is the salary cap and helping smaller market teams be able to keep their stars which leaves the NBA imbalanced but than again thats a front office issue generally also.....

Even the Thunder could of considered trading damn kd before he left.

speaking of draft lottery, I always thought back in the day that ALL the non-playoff teams were in the lottery and using that to determine their pick. so the 17th team would have like 2 ping pong balls and the 30th team would have 250. but they would draw the balls for ALL the lottery positions. that'd be exciting as hell IMO.
