Just do this

Anyone who is caught flopping will start the next game with 2 personal fouls

No elite player or player who gets big minutes would flop anymore

That would be too logical. That's anti-american

we have to get these players where it hurts-- there egos--- maybe have running flop page offically on nba.com/ official flop of the year/flopper of the year-- awards that no one should try and get.. all fully endorsed by stern and the nba.
