You can tell who read the report an who didn't. He did not have sex with the couple (Cheap thrills) He just provided the sperm and a doctor did the procedure. The issue in this case is that he did not go to a sperm bank or the doctor didn't collect the sperm him/herself. Which is stupid as all get out!
