I think this same stat could be applied to anywhere, USA.
There are contributing factors to this though, like the stigma of "black on black" violence usually being associated with gang or criminal activity and the "no snitching" policy that exists in the majority of urban black communities.
Still though, LEOs certainly seem to put a higher value on a European-American life than an African-American one.
