Yeah that happens in NYC.
the people that tell you this are speaking specifically about certain areas in Manhattan. Your talking to tourists that never leave a 20 block radius in Manhattan.
nyc is massive and has all kinds of neighborhoods suburban living included within the city. I live in a brownstone on a tree lined block in Brooklyn with a front and backyard we have trash cans over here ain’t no trash or Piss smells

It seems like the system went to shyt starting in the late 90s, when they revamped with new signals & digital equipment
And older NYkers know the MTA has always been under pressure to release their accounting. Supposedly there's a 'second' book they refuse to release. It's in this book you would most likely find discrepancies..in other words Mafia control & contracts from way back
