I'd still be awfully surprised if Jameis isnt a Buc. The NFL doesnt want the first pick to be a foregone conclusion prior to the draft. The league(Goodell) doesn't let franchises sign the #1 pick before the draft starts like they used to be able to do. It's silly really, but its all about creating tv and clicks.
