NFL Pro-Bowl Should Copy The NBA Allstar Game City Format

I get the idea of bringing the Pro-Bowl to Hawaii......but they should consider a different format....

How about every other year they have a different city to put the Pro-Bowl in.....
So for instance:
2013: Hawaii
2014: Miami
2015: Hawaii
2016: Phoenix

etc, etc.......

The NFL has a wider (and whiter) fan base. They can't risk complaints with the occasional cussing and innuendo that Chuck and Shaq bring. Prime, Sapp, and Irvin is as far as they'll go (which ain't bad). Also the NBA has no choice but to liven it up. They'd be without it.
