Probably saw the concentration of tents and supplies and assumed it was an outpost for separatists or extremists. There's a need to act fast, shortage of information, adrenaline, shyt happens. I've no doubt it could have been avoided, and it's unfortunate, but that's how it is in the world sometimes.
