They need to break down what kind of homeless people they are dealing with. Those that are merely down on their luck trying to do better people need to be separated from those that are either druggies, criminals, and so on. Each kind operates differently and reacts differently to different forms of aid.

A lot of people treat the homeless like shyt and want them nowhere near their neighborhood, so let's not act like what these residents did isn't the norm.
Not the same. Different white people move in different ways.
