Water boils at 100° C while (some) plastics' melting point is ~200° C. As the water boils off it transfers the heat from the plastic at a faster rate, so it doesn't melt . Did something similar for the Science Fair when I was in Middle School....

It varies depending on fuel, but since it isn't continuously contacting the bag the heat is transferred instead of concentrated. Also, flame color is a better indicator of temp and I'd estimate that one @ about 700° C.​
