If this is to have any value, the published range needs to include the percentiles of employees earning those wages. Otherwise, unscrupulous employers could simply post broad ranges that still gives them a lot of "discretion".

That's exactly what's going to happen . Nobody getting top range. Majority of folks gonna get base range and they gonna cite lack of experience.
