On Monday, the NYC Commission on Human Rights released new legal enforcement guidelines
"that defines discrimination on the basis of perceived or actual immigration status
and national origin under the New York City Human Rights Law in public accommodations, employment, and housing," the commission stated in a news release.

The new guidelines mean using the term "illegal alien" or other similar terms to "demean, humiliate, or harass a person is illegal under the law."

So what violates the law?

According to the NYC Commission on Human Rights:

The guidance stipulates that harassing or discriminating against someone for their use of another language or their limited English proficiency,
and threatening to call ICE on a person based on a discriminatory motive, are considered to be in violation of the law.

NYS (particularly Upstate NY) in recent years has always been somewhat of a "safe haven" for immigrants, so this isn't really new...I do think the fine thing is a little outrageous, you would have to catch the person who's discriminating in the act to arrest or fine them.

the persons being harassed doesn't have to be illegal for a perpetrator to be fined.

There are limitations in regards to having Freedom of Speech especially if used to harass or potentially cause harm to a person's wellbeing, now you could say because they're illegal immigrants/noncitizens so it shouldn't matter but that's not how it works.

You can't just walk down the street & verbally harass the person you're following, that's not Freedom of Speech...more like harassment.

Freedom of Speech is about expressing your point of view or dissatisfaction regarding certain things/topics but not to the point of sadistically expressing yourself.
