It’s not a slowdown — it’s a virtual work stoppage.

NYPD traffic tickets and summonses for minor offenses have dropped off by a staggering 94 percent following the execution of two cops — as officers feel betrayed by the mayor and fear for their safety, The Post has learned.

The dramatic drop comes as Police Commissioner Bill Bratton and Mayor de Blasio plan to hold an emergency summit on Tuesday with the heads of the five police unions to try to close the widening rift between cops and the administration.

The unprecedented meeting is being held at the new Police Academy in Queens at 2 p.m., sources said.

Angry union leaders have ordered drastic measures for their members since the Dec. 20 assassination of two NYPD cops in a patrol car, including that two units respond to every call.

It has helped contribute to a nose dive in low-level policing, with overall arrests down 66 percent for the week starting Dec. 22 compared with the same time period in 2013, stats show.

Citations for traffic violations fell by 94 percent, from 10,069 to 587, during that time frame.

Summonses for low-level offenses like public drinking and urination also plunged 94 percent — from 4,831 to 300.

Even parking violations are way down, dropping by 92 percent, from 14,699 to 1,241.

Drug arrests by cops assigned to the NYPD’s Organized Crime Control Bureau — which are part of the overall number — dropped by 84 percent, from 382 to 63.


The Post obtained the numbers hours after revealing that cops were turning a blind eye to some minor crimes and making arrests only “when they have to” since the execution-style shootings of Officers Rafael Ramos and Wenjian Liu.

Police sources said Monday that safety concerns were the main reason for the drop-off in police activity, but added that some cops were mounting an undeclared slowdown in protest of de Blasio’s response to the non-indictment in the police chokehold death of Eric Garner.
The call last week from the PBA is what started it, but this has been simmering for a long time,” one source said.

“This is not a slowdown for slowdown’s sake. Cops are concerned, after the reaction from City Hall on the Garner case, about de Blasio not backing them.”

The Patrolmen’s Benevolent Association has warned its members to put their safety first and not make arrests “unless absolutely necessary.”

Sergeants Benevolent Association President Ed Mullins told The Post he’s glad de Blasio is meeting with the unions, but worries that it’s just a publicity stunt.

“I’m disappointed in the issuance of a press release announcing the meeting, which now raises concerns of sincerity,” he said.

“Is this about politics or is it about working through problems?”

violence works? you mad wrong. it may cause fear for a bit but they will come back with bigger forces

what i would like to know is those low level arrests or summons.. who mostly got them?

has violence risen in new york since?

looks to me like a failed "see what happens when i no longer exist" bullshyt stunt by the police.

Violence hasn't risen and it's actually 94% drop idk why i wrote 66 in the title

Things i dont get:
Cops get murked all the time in California. Waaaay more than 2. Why are these 2 so special :troll: (isnt that the arguement certain people make when the media covers trayvon martin, etc?)

On a serious note, cops do get killed, thats why the starting pay for them in high crime areas are crazy high. (Starting salary of oakland police is $90,000/year) + a great retirement plan and benefits. 16,000 people get murdered in USA a year. Some cops, some UPS workers, some work at Verizon. The difference is cops signed up knowing thats part of the risk of the job. So it happens and they complain like this?

A lot of em are certified nut cases and dont needa be police in the 1st place.

Did crime rise during this drop off in arrests? If it didnt we need to start really looking at how much city resources are tied up in a polixe force we dont need... And can put thar money back into schools, etc.

Police dont really PREVENT anything. They usually show up after the crime has been commited anyway. Do we really need to pay these large unions who are just glorified hand cuffers at the end of the day??

Arrests drop but crime doesnt rise. All that tells me is 25,000+ people got harassed by cops the year before on the same week.(just going off parking and traffic violations)

Example: do i really need a $400 ticket to know that I shouldnt of turned right on red when the sign says not to? I usually know because people are yelling "ay bruh you not supposed to turn on that light" and if they will charge us, a $50 ticket is gonna have the same effect on if i do it again or not is a $500 ticket.

All a $500 ticket changes is how much it may effect someones bills that month or how they feed their family.
